I wasn't sure but given the clue on Discord, I think this is where the river that passes Noglond in the Value of Thrain presumably disappears into the depths of Sarnur.

Bid, you are correct!

The river flows to the southwest of Gondamon, past a forest infested with goblins and wolves, and disappears through this gate into Sarnur.

New question! A two-fold question. Firstly, where do you need to stand to get this view? (The name of the landmark, area and coordinates please, I will allow +/- 0.2 deviation.) And secondly, if you were to take the road that goes up that hill, where would you eventually arrive to?

I found it.It is on top of Amon Thanc where the goblin are. Rath Teraig, 23.4S, 96.6W
If you go up the road you will get to Grey Haven I think
